A Security Council Seat: Ours to lose
Canada has regularly served on the United Nations Security Council, and this service has been a pillar of Canadian foreign policy for decades. Its frequency has been almost like clockwork, even 10 years, and the time for another term is coming up now. The opportunity this time, however, is clouded by the growing international perception that Canada has faded from the scene, in terms of its activist and facilitative role in many international forums and on a wide range of world issues. Paul Heinbecker has carried the flag for Canada at the United Nations and on many fronts during his distinguished career. In his presentation he will weigh the pros and cons of Canada's seeking a seat on the Security Council and assess Canada's chances of attaining it.
